this is possible yes, it just isn't automated via the control panel (yet).
There is still confusion in the world about what exactly CLOUD hosting is
and what the difference is between that and VPS hosting etc, and different
people have different definitions both on the vendor and client side. So we
fine find it is easier to just keep it simple terminology wise and asses
each persons requirements and find a solution that fits.
We do not find that customers want to continuously change their resource
allocation, which I think is what you are getting at, this happens quite
rarely and so automation on this is not that common, and if you did fall
into that category then it would be hard not to suggest the Amazon elastic
cloud which is obviously the best solution if you need very low resources
most of the time with thew option to up-scale on demand, however it does get
quite expensive once you start to use those resources continuously, which I
think is where a lot of people end up with unexpected bills..
