Actually, there is only ambiguity for those who do not know the language they 
are using and its rules by default.
There could be an ambiguity if you are using the same variables names for 
different variables in different scopes; now THIS can be considered as bad 
practice. If you never do this, there will never be ambiguity.

For me, always scoping would be the same as always providing all attributes 
with their default values in all tags.

Anyway, NEVER SAY ALWAYS.
