The 64-bit version works fine on Windows 7 for me, without changing
compatibility.

What URL are you using to access the files? If you're using the JRun
web server, you have to use whatever port it's listening on (TCP/8300
by default if you installed using the Multiserver option). You can
change the port, disable the JRun web server, etc, using these
instructions:
