I don't think that CF is "failing to create the WSDL". I think, instead, that there's something about your environment that is preventing these URLs from being resolved properly. The difference may be a subtle one, I guess, but important in finding a resolution. If it were actually failing to generate WSDL, you should see a 500 error rather than a 404 error. Are you able to browse the auto-generated documentation for your CFC? Are these URLs being served by CF's built-in web server, or by your own web server? If you reconfigure CF to use its own web server, do the URLs work then?
