This looks odd to me. I think I would likely do

You are asking conditional loop renderer to evaluate "gettickcount" over and
over... a function call instead of a primitive. 

Usually I see something set - like "timeCounter" - inside of the loop for
the next iteration... like so:

<cfset delay = 10000> 
<cfset sTime = gettickcount() + delay/>

<cfloop condition="gettickcount() lt sTime">
        ...do something...then

        <cfset sTime = sTime + (getTickcount()-sTime)/>

</cfloop>

Usually something inside the loop controls how to break out of the loop. 

What kind of error are you seeing?
