when you upload files they go to the temp folder first and are then copied
to the destination folder.

I presume you are in a sandboxed environment, as I said before your host
needs to give your sandbox access to the temp folder or things will not
work properly, file uploads is not the only thing that needs access to the
temp folder. You can't rely deny access to this in a shared hosting
environment.

On a standard install the folder is
C:\ColdFusion9\runtime\servers\coldfusion\SERVER-INF\temp\<http://vorlon-h9.lnc.net/CFIDE/administrator/security/sandbox.cfm?page=files&action=edit&target=C%3A%5CColdFusion9%5Cruntime%5Cservers%5Ccoldfusion%5CSERVER%2DINF%5Ctemp%5C&webapp=%2F&directory=d%3A%5Cwwwroot&csrftoken=70C4722911A8A4DC31FE9B507A4FCCC742AF08C0>

A lot of hosts who do CF simply don't  understand the security and sandbox
requirements of ColdFusion.
