Could be a few reasons for that. If they run CF in a distributed mode the CF server could be in another rack/room/datacenter that was effected by the switch outage. Or if the content is on a file share in another rack, the web server may be configure with a cache for static content and the CF service doesn't have the trusted cache setting enabled.
I do have to say, that switches gone bad is a fairly common reason for network outages, even with dual switches things go bad often. Maybe the config didn't replicate to it's partner for whatever reason. For cost switches at the rack are often on the cheaper side as well. Plus people are a little hesitant to test failover in a production scenario like this, even if it's scheduled. So failed, failover on switches does happen a bit. Usually it should only be about 30 mins max to put a new one in the rack and upload the config.
