This may not be the case for you, but it has been for me. What I have
noticed is that ColdFusion creates a lock on these files, and that means
you can't delete them.

Now archiving means that you move it or rename it then delete it, so
ColdFusion is probably seeing if an error occurred while doing this.

How you can test this, manually try to move the file yourself, will result
in an error from the operating system. My solution in the past which is
only when on development, has been to shut down the service then delete the
log files and restart ColdFusion.
