Just to make sure I am not totally brain farting how to do this very basic
operation...this should refer to the mapping from CF, right? <cfif not

No. CF mappings only affect CF code (CFINCLUDE, CFMODULE, etc). You need an
IIS mapping (virtual directory) to make the directory available to HTTP
requests.
