Task Manager shows overall system memory, whereas FR will show you memory in relation to the JVM allocation. Two very different numbers, as your JVM will/should never have all system memory available. You should also note that the alert is sent to you at the time of the event. If you go back to look at FR (not at the same moment), your usage then could be after GC has occurred.
