Can't say for sure but doubt it. I think you're actually *allowed* to have dev servers with same serial numbers as live ones these days anyhow? (don't quote me on that).
I don't have any specialist knowledge of "problems cropping up when upgrading to CF10", these are just the things I'd be doing if this happened to me.
