Well, it might be worthwhile to you to go back to your customer and ask what they want to accomplish with metadata. There are many potential consumers of metadata. What do they want people to be able to do with metadata? What do they want to keep track of? What are they currently keeping track of? I spend quite a bit of time dealing with this problem, because metadata is often used by search consumers. With large customers, we typically build a metadata taxonomy - the things they think their users want to be able to filter on in searches, for example. Here's an example of a site that takes advantage of this metadata: http://onepetro.org/ If you do a search here, for example, on "oil shale", you'll see a bunch of menu options on the right side that allow you to refine your search by author, publisher, document type, etc. That's all driven by metadata. I suggest you take a look at Dublin Core as a starting point.
