Most of the configuration is in cfusion/lib/neo-*.xml files. Synchronizing the files from one server to the other is of course possible with something like robocopy and windows scheduler, but I'll give fair warning that this is sketchy at best, and we have never been able to reliably get this to work.
Best bet is to make changes to all the servers and have some sort of task that checks the diffs on the files to warning you of possible out-of-sync configurations.
