You've spent a long time on this problem. Honestly, I don't know whether the IIS SMTP service can be installed on Windows 7 - you hadn't stated you were using that when I responded earlier - but it's pretty clear you haven't installed it. My advice to you is to cut your losses and just install one of the many, many other available SMTP servers out there. For example, you should be able to get Apache James up and running in a few minutes.
