For what it's worth (and for anyone in the future who reads this), I concluded that those IIS config files were fairly large and beyond my capability to understand/edit them.
So I decided to uninstall CF10 64 bit and try the 32 bit version, seeing as that shouldn't have any impact on my development system (and it might be a 64 bit issue). And surprise, it installed and worked. So I am now going through the next level of issues and hope to be back on the air before too long.
