You need to make sure that the handler path on your site giving the error
is added to cgi restrictions and set to allow.

I looked in the "ISAPI and CGI restrictions" and there is an entry under
"tomcat_Default Web Site" with the path pointing to
   C:\ColdFusion11\config\wsconfig\1\isapi_redirect.dll

Any ideas?
