It is usually good advice to not reinvent the wheel, but there is a place for new projects. Sometimes you want to roll your own ticket system and I have done that for a variety of reasons such as flexibility or integrating with a code base. It really depends on how complex of a system you need and what sorts of systems you want to connect to it.
