Looks like your problem is an HTML one, not a CF one.
Where you have:
<LI><A HREF="empdtl1.cfm?EmployeeID=#EmployeeID#>
It should be:
<LI><A HREF="empdtl1.cfm?EmployeeID=#EmployeeID#">
Note the final quotation mark before the >.
Otherwise, it's still looking at the href contents.
