Not really.  I've been on several listservs, in different areas, and
you'll always find "junk" among the posts, which increases as posts
increase.  Some of the CFUG lists tend to be a bit more "on-topic",
though the quantity tends to be much less, and you'll have fewer
"experts" (which may or may not lower the quality of posts).

If you want something purely on topic, avoid mailing lists; use
Allaire's forums.
