This is a feature that only works in the latest of IE's, but here's the code
you use... put it in with the rest of your BODY declaration:
BODY {
scrollbar-face-color: #003300;
scrollbar-shadow-color: #333333;
scrollbar-highlight-color: #555555;
scrollbar-3dlight-color: #222222;
scrollbar-darkshadow-color: #333333;
scrollbar-track-color: #000033;
scrollbar-arrow-color: #00FF00; }

Play with the colors until they are the way you want them!

You can set it in IE5 with some javascript / CSS, but I cant remember the
property name...
