All settings you can put into the HTML can be over-ridden by the browser
If they choose to never have the pages updated, then they'll never see the
newer pages
You can get JavaScript to refresh (javascript:document.refresh() I think),
but if JS is turned off, then that's dead
You could put some random junk in the URL, which means it's a new page that
they've never seen before...
Use getTickCount() and CreateUUID() together to get a truely unique
reference...
