After reading through the knowledgebase article on disabling RDS

I am unsure what the correct steps are for CF 3.1.x. Is it possible to
disable RDS in CF 3.1.x?
There are 2 services - CF Executive and CF IDE - I don't really want to
disable the IDE service without a fuller understanding on what else it might
impact.
