Yes we did index the directory containing cfm files. What we thought would
happen is that they would be crawled like the verity spider does, but now I
see it just indexes them as files, not crawling them as web pages. So what
would a good solution be? We are trying to mimic a site search with this
tag, but I am starting to realize that this tag was just meant to be for
files.

Did you index the directory contain CFM files? If yes, then it will read
the
files as "text" and put them in the collection. You can specify a list of
excluded, or included extensions when indexing the collection.
