Take a look at one of the WYSIWYG textarea replacements. I dont see why they
could not offer cut and paste abilities.
I use Ezedit, while it does not offer exactly what you are looking for, it
does allow a user to paste a word document and click a button to attach an
image very easily. If there is one that can do this, it would be Ektron's
eWebEditPro though.
