A couple of things you can try:
In Services, Click the "allow service to interact with desktop" under the Cold Fusion
Application Server properties.
If that fails, give that service an account to log on with instead of local system.
Give the account full admin privileges.
Restart the service after you make any of these changes. You may have to reboot --
I'm not sure on that.
These are the two things I would try next in your situation.
