from inside my mail program.  I want it to open a browser window

Yes, you can use style sheets if you give them a full url, including
http://yourservername/pathTOFile/stylesheetname.css

DON'T USE JavaScript -- many of us turn OFF javascript in our email to
prevent nasty viruses.
