It's possible to build something on the back end, and then build something
in Flash to connect to it... there are various implementations out there
but I haven't compared them because this is so much easier to do in the
free Shockwave applet:

There's free serving for up to 16 simultaneous visitors, so all you have to
do is drop the OBJECT/EMBED tags in your page.
Or if you prefer to have up to 50 people talking at once, then you can
download the Shockwave Multiuser Server for your own hosting:
http://www.macromedia.com/support/director/downloads/
(If you purchase Macromedia Director, then this will unlock the server for
up to 2000 simultaneous participants.)
The source files are included, so you can modify this text chat in either
the paid or trial versions of Macromedia Director. If you'd prefer a
graphical or 3D chat, then the drag'n'drop scripts in the package can help
chunk this work down.
Summary: It's possible in Flash, but easier in Shockwave... you can be up
and running in five minutes, if you wished.
