Akbar,
I believe that a lot of the problems associated with Cfscheduler were
attributed to the problems with the cfhttp tag. When they corrected a lot
of the problems with cfhttp, a side benefit is that cfscheduler started
behaving as well.
I would definately load service pack 2. Also, as a side note, I found that
if you make any changes to cfscheduler, restarting cf always helped.
