What is a standard timeout that is used with CFLOCK? 30 seconds?

I want to allow each virtual account to have their own email come up at the
bottom of CF error pages. I read this in the CF Administrator of CF 4.5
(logging -> settings), regarding the administrator email:
"This address will appear under each error message for
reporting purposes. This global setting can be
overriden in specific web aplications using the
application framework in the application.cfm file."
I can't see to figure out how to override this global setting.
