You go to every user's browser and set it up so that it doesn't ask 
for the
download/view...

In other words, you can't! Downloading is really dependant on the 
user's
settings, doing a CFContent is exactly the same as linking directly 
to the
file via HTTP, unless you alias the file differently, and then it's 
in the
wrong format...
