You need to backup some registry stuff.
ColdFusion Administrator:
HKEY_LOCAL_MACHINE\Software\Allaire\ColdFusion
Including datasources:
HKEY_LOCAL_MACHINE\Software\ODBC
Including Advanced Security:
HKEY_LOCAL_MACHINE\Software\Netegrity
and the actual policy store itself.
