I just used phpnuke on one of my own websites:

I think it's pretty good, a little unfinished in some places and some of
the included modules in 5.0 (like Classifieds for instance) are not up to
the standards of the base code. But it's pretty cool. Exactly what I
wanted.
There was a thread last week about developing a similar suite in open
source CF. I think the closest thing available now would be evolt.org, but
their code isn't released yet.
