ActivePDF is a good product (I used it on a project for creating Wills
online).

It was pretty pricey but does a good job.

1. Run the full version of Adobe Acrobat on a server - legally.

2. Control the Acrobat print functions via CF or other language .... server
side - legally.

but ... maybe the peeps at www.activepdf.com have a tool you can use/buy.
