Your discovery is correct for your browser. Not for mine. It is browser 
specific and can even be user specific. My coworker on the same machine 
has application/unknown saved to disk, I have it opened in Notepad, but 
we use the same install of Mozilla.

There are ways to modify it, but none will be foolproof because this 
behaviour is ultimately controlled by the user. More importantly, why 
would you change it? If the user sets up his computer to open it in a 
certain application, why not let him open it in that application?
