The undocumented tags and functions are used within the CF Administrator
application, which is used to manage the CF server itself. They were
provided solely for use within that application (which is encrypted), to the
best of my knowledge. When the ability to decrypt CF files became widely
available, the existence of these functions was exposed to the outside
(non-Allaire/MM) world.
