I develop some PHP projects from time to time, nothing too complex. I deploy
on a Linux or FreeBSD server running Apache but I prefer to develop on
Windows since I don't feel comfortable using Linux at the moment
I tried 3 times to install the ISAPI version on two different win2000 boxes
with very bad results and random crashes, had to remove it so, from my own
experience, it's not even suitable for testing purposes
I never had any problem running the CGI version on IIS, but I am annoyed by
a few of its limitations. In the end, for my own developing and testing
purposes I installed Apache for Windows with the PHP module, I keep Apache
on port 81 and IIS (with CF) on port 80 both running at the same time. This
way I can have a testing enviroiment more similar to the final production
server for PHP and keep running IIS with CF at the same time.
Right now I have this configuaration on my home machine, the one in the
office and the laptop, all running win2000.

Sure, but you may take a look at the PHP-windows mailing list and see the
ISAPI issue popping up at least 2-3 times a week :-)
