I don't think PWS is vulnerable to all of the IIS exploits, simply because
it doesn't have all of the IIS feature set. However, I don't know which ones
it is or isn't vulnerable to, since I've never used it really.

I'd recommend that you use Apache for development, since it's easy to set up
for that purpose. I've been using it for development for years without any
problem. You can develop CF applications on Apache then move them to IIS
without any problems.
