This would be a lot less OT if posted on the cf-server list... Running the database on the same server as your web site is not really a good idea for many reasons, so if it's in the budget two servers would be best. I know for a fact that both HP ise running some very sweet 2 for 1 rackmount deals right now. Dell has some nice deals on some of their refurb stuff too, but I dont know about rackmounts. We just got a pair of Dual 1Ghz P3's w/ 1GB of RAM for an ungodly cheap package price. If you are willing to pay the minimum of $300/month for a wimpy dedicated box at Rackspace, it's a much better deal to buy a decent server and colocate locally with and ISP who you can call, and have manage your servers if need be. ISP's love colocators, while most of their traffic is coming down, web traffic is outbound, so it's a very good match.
I'd say 512MB RAM minimum and use only SCSI HD's. I also would hate to have anything less than a dual CPU machine for as much stuff as you are running on that server.
