whoops, sorry, suspect you've done a web search already, but just in case
that was Theodore Sturgeon who said "Ninety percent of everything is crap."
It can be seen as a bit cynical, but can also be seen as a way to get past
being oppressed by things you don't like.
("Sturgeon slaw" sounds like some cabbage/fish mixture.... ;-)
