Actually, Personal Web Server is IIS at the core (the engine, not the
interface).  If you have the Windows 98 first edition CD, PWS should be on a
subdirectory on it (can't remember the exact location).  Not sure about 98
SE - I think that PWS isn't on the CD.  I don't think that it's something
you can download.

However, I'll mirror the recommendation of going with Win2K Pro - it has
almost the full version of IIS on it (I think the only restriction is that
it allows you to only set up one "web site" in IIS parlance).  However, if
upgrading your OS isn't an option, I'd recommend going with Apache.  (PWS
does leave a lot to be desired)
