Sounds like database latency.  If you haven't touched a certain db for a
while it may take a second or so to connect.  It depends on how you have the
datasource set up.  Is "Maintain Connection" checked in the CF Admin for
that datasource?

        How many people out there are using  client variables? I have been
using them for quite a while and never really noticed how long it takes for
the initial page that has the cfapplication in it to load. The first time it
loads it can take a few thousand milliseconds. How many people out there are
using client variables instead of session variables?
