We had an old product (never sold it) called CFX_ODSModule that allowed you to include 
Perl, iHTML and other CF templates in a
template (not sure if it works for PHP but it might).  If you're interested the 
download is here:

ftp://ftp.coolfusion.com/pub/ods/cfx_odsmodule/cfx_odsmodule-setup.exe

I think it's a beta and it may be expired but you can look at the docs and if it's 
something of interest then I can have it updated.
