This is usually related to the machine failing to resolve it's own hostname. Not having the DLL loaded should not stop apache from starting. Try starting from the command line to see what error it gives you and if it hostname related, make an entry in your hosts file to fool it.
Also, on W2K you do not need the addmodule directive.
