Let him learn the hard way.  Ask him if he wants sites designed to hi
s spec.
Then design all the sites with fixed-width tables with regards to his
monitor resolution, which is probably 1280x1024 or, if you need binoc
ulars,
1600x1200 +.  Then when people complain, blame it on your boss and te
ll him
you told him so.  I'm not responsible if you lose your job or get dem
oted,
however!

Oh, I should probably answer the question as well.  Like everyone els
e,
800x600.  17" Monitors seem to be the standard these days, and while 
I think
1024x768 should be the standard for that size, people with vision pro
blems
might have it set to 800x600, which I think is usually the default.  
I
wouldn't worry about going any lower; most users with vision problems
 have
custom font faces and sizes so they can see clearly.
