Just a few suggestions: 1) Make the z-order work. Ie, when you click on an item, it should become the highest layer.
2) I'd make the items display at the bottom by default. 3) Since you can write a cookie in JS, consider making the code save a cookie in the onDrop event that remembers where you dropped off the layers.
