I'm trying to reach it using an external address.  It works fine internally
using RDS.

I had that problem, when trying to access the Administrator over a
network. Microsoft ISA was blocking the cookies when using local
addresses (ie \\server) but not when using external addresses (ie
http://www.). Don't know if it will help in your case, but you haven't
said if CF is on your local machine or a network.
