As far as I know, you can only do it in IE 5.5 and later on a PC but 
have a
play with these...

scrollbar-3d-light-color : White;
scrollbar-arrow-color : White;
scrollbar-base-color : White;
scrollbar-dark-shadow-color : White;
scrollbar-face-color : White;
scrollbar-highlight-color : White;
scrollbar-shadow-color : White;

Obviously you don't want them all white.
