Every other language that I can think of (and I can think of plenty) that use the term "global" regard items defined as by that term to be accessible across the application.
Since, AFAIK, "global" is not defined in the CF language specification, I think that it would be a good idea to accept the broader application of the term if we are to use it with respect to CF.
