5 is not a valid number. 0.5 is.

You should use this:

#Val(Val(SumTotals.RegTotal) + Val(SumTotals.OTTotal))#

Instead of the inefficient and SLOW (corrected below):
#Evaluate('#SumTotals.RegTotal# + #Val(SumTotals.OTTotal)#')#
