No, I'm pretty sure that when you use SETCLIENTCOOKIES="NO" in CFAPPLICATION, no cookies are set at all for CFID and CFTOKEN - persistent or non-persistent. Typically, you might use this setting to set your own, non-persistent cookies, or if you simply intend to pass CFID and CFTOKEN to each subsequent page via URL attributes or form fields.
